The Federación Andaluza de Municipios y Provincias (FAMP) has brought together political representatives and technical teams from Andalusian local entities in Granada to help them move from the project phase to the actual execution of actions financed with European funds. The meeting focused on the transition from the projects of the Integrated Action Plans (PAI) to the selection and execution of operations charged to the ERDF.

What has been put on the table

The meeting, entitled «De los proyectos del PAI a la operación FEDER», was held at the Edificio CIE de la Diputación de Granada. Local entities integrated in the Red EDIL Andalucía and the Comité para el Desarrollo Urbano Sostenible e Integrado de Andalucía (Comité DUSIA) took part. The session had a practical approach. After reviewing the methodology for selecting operations and the elements linked to the Requests for Payment to Beneficiaries, the participants worked in a collaborative workshop with real experiences and practical cases. The organisation and prioritisation of operations, the requirements that must be checked before selecting them and the risks that can condition their execution were addressed. A map of blockages was also drawn up to identify and classify the main difficulties.

The numbers of the plan

As noted by the secretary general of the FAMP, Yolanda Sáez, Andalucía has 93 financed Integrated Action Plans, corresponding to 77 local entities, which mobilise an overall investment of more than 865 million euros. Of that amount, more than 735 million come from ERDF financing. Sáez stressed that securing the funds is only the first step and that the challenge is to translate that financing into specific actions within the deadlines. «El éxito de la Red EDIL no se medirá únicamente por los recursos asignados, sino por nuestra capacidad colectiva para convertirlos en proyectos ejecutados y resultados concretos para los municipios andaluces», she stated. In the case of Granada, the Diputación is the Spanish local entity that receives the largest volume of funds in this framework, with six financed PAI, as highlighted by Sáez.

Cooperation between entities

The president of the Diputación de Granada, Francisco Pedro Rodríguez, has defended these FAMP initiatives because they respond to the need for support in demanding management, especially when teams are small or there is less experience with European funds. «Compartir cómo se ha organizado un procedimiento, cómo se ha resuelto un problema o qué conviene prever antes de dar el siguiente paso, puede ser de gran ayuda para otra entidad», he stated. The Red EDIL Andalucía was created within the framework of the Comité DUSIA of the FAMP to support the local entities benefiting from the 2021-2027 ERDF financing path in the launch and execution of their plans. It works as a space for technical support, training and shared learning.
