The Regional Minister for Universities, Industry, Energy and Innovation, Jorge Paradela, has presented to the vice-chancellors of Andalusian public universities the strategic lines of his department in universities and research. The plan includes ten measures to attract, develop and retain talent until 2030, within a roadmap with five major objectives, monitoring indicators and 40 lines of action.

What is to be achieved

Among the goals proposed to the vice-chancellors is halving the difference in the average contribution base between Andalusian graduates and the national average, which is 2,134 euros per year. The aim is also to raise employment integration in the first year after graduation by four points and the proportion of employed graduates working in Andalusia by two points, to exceed 76%. In research, the goal is to go from 9.57 to 13 full-time equivalent people dedicated to R&D per 1,000 employed, six tenths below the 2024 national figure. To this end, a stable schedule for training, attracting and consolidating talent will be established, and the recruitment and retention of national and international researchers will be strengthened through postdoctoral contracts and the Emergia programme.

Academic programming and business

Paradela has asked to begin immediately preparing the 2029-2032 academic programming. The current one, which has updated 210 degree programmes, ends in the 2028-2029 academic year. Partnerships between universities and businesses to promote Dual University Training complete the measures on employment.

Funding

The Regional Minister has conveyed to the vice-chancellors the need to adapt university funding to make progress in the efficiency and sustainability of the public system. The Regional Ministry intends to move forward with new programme contracts with success indicators, such as improving the position in university and scientific rankings, increasing the academic performance rate or advancing the presence of women in STEM degree programmes (science, technology, engineering and mathematics). According to Paradela, the Directorate-General for Funding, Infrastructure and University Resources and the technical working group to evaluate personnel costs will be the instruments to improve funding. He has also announced that in the 2027 Andalusian budgets university funding will record an adequate initial increase to meet the needs of the public system.

Statements

The Regional Minister has stated that Andalusia has "almost everything" to become "the leading region in southern Europe in talent, knowledge and innovative industry". In his view, bringing together in a single department the powers over universities, research, innovation, entrepreneurship, industry, energy and mines allows faster progress towards that goal.
